Job Summary:

Responsible for supervising site supervisors for a cluster of assigned centers. Has the responsibility to assure the delivery of quality services and effective and efficient center(s) operation. Provides development training, resources, and support to assigned site supervisors. Works to increase and enhance cohesiveness with other departments. Advocates for families and performs community outreach services.

Direct Services:
1. Meets with each assigned site supervisor to review enrollment, compliance with ERSEA, quality issues, program changes, and requirements. Reports progress and/or challenges to program services department director and assures appropriate communication with trans-disciplinary for effective resolution.
2. Collects, analyzes, monitors and shares information concerning operation and licensing of assigned centers with appropriate staff.
3. Reviews child/family needs, concerns, and written observations to minimize duplication of services.
4. Meets with the program Services Department Director regularly to review problems, progress, special projects, and emerging resource needs.
5. Observes, participates and/or evaluates in a wide variety of parent involvement/parent education activities, as required.
6. With approval of department director, contacts consultants. Assists assigned center managers in implementing recommendations from consultants.
7. Assists assigned site supervisors in effective use of resources.

Leadership and Supervision:
1. Supervises and assures annual employee evaluations for site supervisors at assigned centers.
2. Provides support and training for site supervisors to implement the agency employee evaluation process.
3. Participates in trans-disciplinary team within the agency to meet family needs, to support the parent/child/teaching staff relationship, and to assure compliance with agency and federal performance standards.
4. Facilitates conflict-resolution process as needed; informs and involves appropriate staff member(s).
5. Reviews and assists in development of policies, procedures, and written compliance plans for the Program Services Department.
6. Facilitates monthly cluster meetings for assigned site supervisors.
7. Provides in-depth expertise in one or more of the major areas in Program Services.
8. Participates in a wide variety of planning activities to insure that all areas affected by change are routinely identified.
9. Identifies emerging problems, initiates requests for additional assistance, and participates in on-going improvements to program policies and procedures.
10. Participates in employment interviews, as required.
11. Makes recommendations on terminations, as appropriate.

Community and Professional Relationships:
1. Forms working relationships with a variety of community agencies and the public schools for the purpose of kindergarten transition, community collaboration and services for families.
2. Following agency guidelines, advocates for Head Start children and families.
3. Participates on community advisory committees related to a wide variety of child and family services, as required.

Reporting and Record Keeping:
1. Assures preparation and maintenance of a social service file for each child in their cluster.
2. Completes and submits required reports in a timely manner.
3. Reports safety, health, parent, and personnel issues to appropriate department(s).
4. Monitors the Center Profile and supports site supervisors with plans for improvement.
5. Monitors Safety Reviews and ensures 100% completion as required.

Training:
1. Provides Program Service based training (for example: center officers, PC representative orientation, survey and recruitment, procedures review, Child Development Education sessions) for site supervisors.
2. Uses a wide variety of training techniques to develop new center manager training skills.
3. Works with other departments to assure relevant training in accordance with the transdisciplinary approach.
4. Assists with training of site supervisors in the area of center operations.
5. Maintains a file of parent educational workshops available for use by centers.

Center Operations:
1. Reviews with appropriate departments concerns and needs of centers related to general operations, safety, and licensing, staffing, and physical plant.
2. Supports site supervisor in identification of emerging problems and may participate in ongoing improvements to center operations and physical plant.

Other:
1. If hired as a bilingual person, provides bilingual support as needed.
2. Serves as a substitute for site supervisor, as needed on an emergency basis.
3. Participates in Policy Council and Advisory Group activities, as assigned.


Minimum Qualifications:

1. Education/Experience Requirements:

A. Possession of a Bachelor's Degree from a recognized educational institute in the field of early childhood education, family studies, psychology, sociology or agreed equivalent that supports high quality implementation of our program as determined by the agency
AND
at least five years of early childhood education or adult/family development experience with at least three years of staff supervision experience.
** If in house applicant, years of experience and annual performance evaluations may be considered in combination with field of study.

2. Must be proficient in Business Math, and able to read, write, speak and understand English.
3. Skills in problem solving, time management, organization, processing paperwork efficiently, and collecting and interpreting data.
4. Able to work with a minimum of supervision.
5. Good interpersonal skills and flexibility.
6. Must be able to work a flexible schedule that may include weekends and/or more than an eight-hour day in some situations.
7. Transportation Requirement:

A. Possess a valid Arizona driver's license and excellent driving record. Attach to application
B. Must be able to travel extensively to and from various sites within their own assigned area daily in private vehicle. Must provide a copy of state-required proof of insurance issued by insurance companies every six months. Attach current proof to application.
C. Must be able to travel outside their assigned area in company-owned vehicle. This travel could begin before daylight hours and continue after sundown in some situations and cover more than an eight-hour workday.

8. Federal, State, County Legal/Licensing Requirements (after job offer is made):

A. Provide proof of immunizations: MMR (Measles, Mumps, Rubella), Tdap (adult Tetanus, Diphtheria, Pertussis), and a clear Tuberculosis skin test or chest X-ray.
B. Able to pass a company paid physical exam.
C. Able to pass a FBI fingerprint and criminal record check.
D. Must be able to prove the right to work in the USA by providing appropriate documents to complete the Federal I-9 form.
E. Must provide a copy of the state-required proof of auto insurance issued by insurance company every six months.
F. Submit a current Fingerprint Clearance Card OR be subject to undergo a federal and state criminal background check AND complete the necessary paperwork for a Fingerprint Clearance Card.

9. Current CPC staff must have an excellent attendance record and ratings of at least "successful" on all areas of the most previous performance evaluation.


Preferred Qualifications:
  • Computer skills – basic knowledge of word processing, spreadsheets, Internet use, and e-mail.
  • Experience in providing training for adults.
  • Able to read, write, speak and understand Spanish.

Salary: $1,640.80 bi-weekly,   40 Hours per week, 52 Weeks per year
